First, a technical question. You state:

My copy of the Constitution includes this portion of the 12th Amendment:
"...which lists they shall sign and certify, and transmit sealed to the seat of the government of the United States, directed to the President of the Senate;--The President of the Senate shall, in the presence of the Senate and the House of Representatives, open all the certificates, and the votes shall then be counted..."
This appears to conflict with your explanation. Could you please cite the portion of the twelfth amendment that gives the Vice President the power to decide the validity of the Electoral College votes?
Second, the ploy you describe would surely trigger a civil war. By January 4th, when this process is expected to take place, the numbers will be well known. Each state will have completed its counting well before December 14th, and the results of the election will be publicly known. Were Mr. Trump to attempt to reverse those results by such a ploy, I'm sure that we'd see political violence on a huge scale.
