I'd like to repeat a suggestion that I made in a second-level comment. If we are to have a new constitution, we'll need a constitutional convention to draw it up. My suggestion is that the delegates to this convention NOT represent any interest groups: no special representatives for blacks, Latinos, whites, women, LBGTQs, Christians, rich people, poor people, teachers, unions, banks, energy companies, etc.
Instead, I would urge that a new constitution be written by a collection of independent intellectuals with strong knowledge of how systems work. Lots of political scientists, historians, and law professors. A handful of eminent statesmen or stateswomen. A few retired Supreme Court justices. A smattering of sociologists and psychologists, and maybe even a poet or two. But absolutey, positively NO politicians!!!!
