This is an admirably objective presentation of the data on a serious problem. However, I suggest that the author is bending backward too far with this statement:
"If Texas’ voter identification laws are shown to exacerbate this trend and specifically target minority communities, lawmakers must find new ways to protect election integrity without compromising the rights of voters."
Let us say what is intuitively obvious but not objectively certifiable: disenfranchisement of minorities is the entire point and purpose of these voter ID laws. They are no different from from reading tests, poll taxes, and other schemes from the past used to disenfranchise minorities. Republican lawmakers are secretly celebrating their success in disenfranchising minorities.
