What’s the problem with this line of reasoning:

2. Mr. Trump will use “totally and completely exonerated” to blunt the impact of the results of the many investigations into his activities.
3. Mr Trump is more likely to win re-election in 2020 if he has been “totally and completely exonerated” than if the House simply publishes the results of its investigations.
4. Therefore, passing a bill of impeachment will increase Mr. Trump’s chances of re-election.
